Can i move money out of a SEP-IRA into an ETF?

I am thinking of expanding my "portfolio" by getting into an ETF (energy). I do not have money to buy now however I do have a SEP-IRA. Is it possible to take 5% of that? If so, what are the tax implications, if any.

The etf goes inside the sep-ira to avoid tax consequence. Another option is if the sponsor of said etf (example:fidelity) let's you invest in small amounts outside of the ira retirement vehicle. Under no circumstance would I remove $ from the ira to invest in an etf. My opinion.
