How about if a bank or a brokerage firm becomes winding up?

Can the actual owner of the shares still get back his /her shares, although the shares registered name are in name of nominee.? Thks.

As my understanding, the actual owner can get back his/her own shares in this case, cause the bank or the brokerage firm is only an agent. But I heard from Hong Kong news that a brokerage firm was winding up, the beneficial/actual owners cannot get back their shares. Pls confirm. Thks.
