Can Market Discount pertain to securities purchased above 100 if it is still well below the adjusted issue price?

Relating to all securities and markets, for a Bond originally issued above par, (ie. 109), can discount be realized if the purchase price on the security is well below the adjusted issue price but still above 100 or do all markets ignore this discount?
