What was the interest rate for the Savings Notes?

The savings notes could be purchased with the E Bonds from 1967 - 1970. Was the interest rate for the Savings notes the same as the E Bonds?

Savings Notes were issued on a discount basis at 81 percent of the face amount. Interest is paid at redemption as part of the current redemption value. Unredeemed, un-matured notes accrue interest at a market-based rate also applicable to Series E and EE bonds or the guaranteed minimum investment yield, whichever is higher.
